Best Staffing Agency Software in 2026: 12 Tools Compared, With Prices

Staffing agency software runs the two halves of a staffing business. The front office, a CRM for clients and job orders plus an applicant tracking system (ATS) for candidates, wins and fills the work. The back office handles timesheets, payroll and client billing for the temporary workers you place. Some platforms cover both; others do one half and integrate with the rest.
The right choice depends on the kind of placements you make. A direct-hire or executive-search firm mostly needs a strong ATS and CRM. A temp agency filling warehouse and light-industrial shifts every week needs shift scheduling, mobile clock-in and in-house payroll just as much. The US staffing industry is large enough to support specialists for each: staffing firms employed about 2.2 million temporary and contract workers in an average week in 2024, according to the American Staffing Association.
We compared 12 staffing agency software platforms for 2026 and checked every price on the vendors' own sites on September 29, 2026, except where we say a review site was the only source. Most back-office suites don't publish prices at all, and we say so rather than guess.
Below: a quick-pick list, what each tool is best for, a side-by-side comparison, the best options for temp, warehouse and IT staffing, how back-office systems differ, what staffing software costs, and how to choose.
Front office vs back office: what staffing agency software covers
Vendors use the same few terms, and knowing them makes demos much easier to compare:
- Front office is the revenue side: a CRM for clients, contacts and job orders, and an ATS for sourcing, the candidate database, submittals, interviews and placements.
- Middle office is time and attendance: timesheets, time rules and the checks that happen before anyone is paid or billed. Bullhorn and industry analysts Staffing Industry Analysts both use the term.
- Back office pays your temporary workers and bills your clients: payroll, taxes, year-end forms such as W-2s, invoicing and accounts receivable.
- VMS integration connects your ATS to the vendor management systems large clients use to buy contingent labor, such as Beeline or SAP Fieldglass. Job orders flow in automatically and your submittals flow back, so nobody re-keys them.
A direct-hire firm can run on front-office software alone. A temp agency needs all three offices to work together, either in one suite or through dependable integrations. For the basics of how these systems fit a recruiting workflow, see our explainer on what staffing and recruitment software is.

Best software for temporary, warehouse and light-industrial staffing
High-volume temp staffing puts different demands on software than direct hire does. You are filling shifts, not roles, often the same week, and every hour worked has to reach payroll and an invoice correctly. When you compare platforms for warehouse or light-industrial work, look for:
- Shift scheduling and mass messaging, so you can fill and refill shifts from a phone.
- Mobile or kiosk clock-in with location checks. TempWorks uses geofencing and facial recognition; Zenople's ZenTime works offline on a tablet kiosk.
- Mobile onboarding covering I-9, W-4, E-Verify and e-signatures, so new workers can start the next day.
- In-house payroll and billing with tax compliance, ACA and WOTC support.
- Redeployment tools that find workers whose assignments are ending.
Avionté, TempWorks and Zenople by Aqore are built for exactly this. Bullhorn covers it through Middle Office and Bullhorn One. A small temp agency on a budget can start with Zoho Recruit plus Zoho Workerly for scheduling and time capture, and run payroll separately.
Best software for IT and healthcare staffing
IT staffing firms tend to work through client VMS platforms and place many contractors on visas, so VMS integration and immigration compliance matter most. Ceipal tracks H-1B, LCA and public access file requirements and integrates more than 50 job boards and VMS portals. JobDiva synchronizes jobs, timesheets, expenses and statements of work with client VMSs and runs a healthcare vertical. Bullhorn connects to more than 110 VMSs through VMS Automation.
Healthcare staffing adds credential and license tracking. Ask every vendor to show how it stores and alerts on expiring licenses before you commit. Background screening usually runs through a partner integration; see our guide to background check services for staffing agencies.
Back-office systems compared: automation, customization, scale and integrations
If you place temporary workers, the back office is where software choices cost or save the most money. The main platforms differ in four ways:
- Automation. Bullhorn's Middle Office automates the pay-and-bill process and runs an AI audit of pay, bill and compliance before payroll; Bullhorn says more than 1 million workers are paid through it each month. Avionté, TempWorks and Zenople process payroll natively, so hours flow from the time clock to payroll and invoices without exports.
- Workflow customization. Suites built for temp staffing (Avionté, TempWorks, Zenople) come with pay rules, tax setups and onboarding flows for high-volume hourly work already configured. Front-office-first tools such as Crelate and JobAdder leave the back office to integrated partners, which gives you more choice but more moving parts.
- Scalability. Avionté reports $15 billion of payroll a year across its customers, and Bullhorn sells plans for everything from small agencies to enterprises. For a fast-growing temp agency, the ability to process payroll for thousands of workers a week matters more than the number of recruiter seats.
- Integration with HR and accounting systems. JobDiva's DivaFinancials integrates with payroll and general-ledger systems, Ceipal offers a two-way QuickBooks sync, and TempWorks offers outsourced payroll processing and payroll funding. If you already use a PEO or payroll provider, confirm the exact integration before you buy.
How much does staffing agency software cost?
Front-office tools usually publish per-user prices. Back-office suites almost never do, because the price depends on payroll volume, modules and implementation. Here is what vendors published on September 29, 2026:
| Price band | Software | What you get |
|---|---|---|
| Free | Zoho Recruit Forever Free | A basic ATS to start with |
| Under $50 per user per month | Manatal ($15 to $55), Zoho Recruit ($25 to $75), Ceipal (from $25, per Capterra) | ATS and CRM, job posting, AI matching |
| $85 to $199 per user per month | Crelate ($85 to $119), Bullhorn Starter and Core ($99 to $165), PCRecruiter (about $115), Loxo ($149 to $199) | Deeper workflows, sourcing, integrations |
| Quote-based | Avionté, TempWorks, Zenople, JobDiva, JobAdder, Bullhorn One and enterprise plans | Front and back office, payroll, VMS automation |
Budget for more than the subscription. Ask about implementation and data migration fees, per-hire or per-volume add-ons such as onboarding, and whether payroll is priced per check or per worker. Loxo's annual plans are paid up front, and some vendors (Bullhorn's small-agency plans, for example) include implementation.
How to choose staffing agency software
- Map your placement mix. Mostly direct hire or search? A front-office platform such as Crelate, Loxo or Recruit CRM is enough. Mostly temp or contract? Shortlist a suite that includes pay and bill.
- Count your VMS traffic. If big clients send jobs through Beeline, SAP Fieldglass or similar, make VMS integration a must-have and ask which VMSs are supported.
- Decide who runs payroll. In-house payroll points to Avionté, TempWorks, Zenople or Bullhorn One. If a PEO or payroll company handles it, you need a clean integration instead.
- List your compliance needs: I-9 and E-Verify, ACA, WOTC, state tax forms, H-1B tracking for IT, or licenses for healthcare.
- Test with your own data. Use a trial or sandbox with real job orders and candidates, and time how long a submittal, a placement and a timesheet take.
- Ask about migration. Moving years of candidate records is usually the hardest part of switching, so ask each vendor who does the migration and what it costs.
Questions worth asking in every demo: What is included in the quoted price, and what is an add-on? Which VMS, payroll and accounting systems do you integrate with today? Can workers onboard and clock in from a phone? How do you handle expiring credentials? What does a typical implementation look like, and who does the data migration?
Free tools for small and new staffing agencies
If you are just starting out, you may not need a full suite on day one. Zoho Recruit's free plan gives you a basic ATS, and several vendors above offer free trials. For billing and hours before you buy a back office, SaveDelete's free timesheet and billable hours tracker and free invoice generator run in your browser, and our free business tools cover estimates, receipts and more.
Frequently Asked Questions
What is staffing agency software?
Staffing agency software runs a staffing firm's operations: a CRM for clients and job orders, an applicant tracking system for candidates and placements and, for temp agencies, tools for timesheets, payroll and client billing. Some platforms, such as Bullhorn One, Avionté and TempWorks, cover all of it; others focus on recruiting and integrate with a payroll system.
What is the difference between an ATS and staffing agency software?
A corporate ATS helps one company hire for itself. Staffing agency software also manages the agency's clients, job orders and placements, tracks temporary assignments, and often pays workers and bills clients. An agency needs both the candidate side and the client side.
How much does staffing agency software cost?
Published prices run from free (Zoho Recruit's Forever Free plan) to about $15 to $199 per user per month for front-office tools such as Manatal, Zoho Recruit, Crelate, Bullhorn's small-agency plans and Loxo. Suites with payroll and billing, including Avionté, TempWorks, Zenople and JobDiva, are quote-based.
Is there free staffing agency software?
Yes. Zoho Recruit has a Forever Free plan. Manatal (14 days), Loxo (7 days) and Recruit CRM (30 days) offer free trials, and so does Crelate. For timesheets and invoices, free browser tools can cover the gap until you need a full back office.
What is the best software for temporary staffing agencies?
Avionté, TempWorks and Zenople by Aqore are built for high-volume temp staffing, with shift scheduling, mobile onboarding and clock-in, and native payroll and billing. Bullhorn covers temp work through Middle Office and Bullhorn One.
What software do warehouse staffing agencies use?
Warehouse and light-industrial agencies typically use a temp-focused suite such as Avionté, TempWorks or Zenople by Aqore, because they need to fill shifts fast, clock workers in by phone or kiosk, and pay them every week. On a small budget, Zoho Recruit with Zoho Workerly covers scheduling and time capture.
What are the best Avionté competitors?
The closest alternatives to Avionté are TempWorks and Zenople by Aqore, which also combine front and back office with native payroll for temp staffing. Bullhorn One is the main all-in-one alternative from the largest vendor, and JobDiva suits IT and healthcare firms with heavy VMS traffic.
What is a VMS, and does my staffing agency need VMS integration?
A vendor management system is software large companies use to buy and manage contingent workers and their staffing suppliers; Beeline and SAP Fieldglass are two examples. If clients send you job orders through a VMS, integration imports those jobs into your ATS and sends submittals back automatically, which saves hours of re-keying on high-volume, low-margin orders.
Can one system handle recruiting, payroll and billing?
Yes. Bullhorn One, Avionté, TempWorks, Zenople by Aqore and JobDiva cover the front and back office in one platform. Front-office tools such as Crelate, Loxo, Recruit CRM, Manatal and JobAdder handle recruiting and connect to separate payroll and billing systems.
What is the best staffing software for IT staffing agencies?
Ceipal is a strong fit for IT staffing because it tracks H-1B, LCA and public access file requirements and integrates many job boards and VMS portals. JobDiva is the other common choice for IT desks that do much of their business through client VMS platforms.
